Mr. Carver has been in practice since 1976.
He has tried criminal matters in numerous
California courts, including the Superior
Courts of San Diego, Los Angeles, Orange,
San Bernardino, and Riverside County, as well
as abroad, in places such as Guam and Australia.
Mr. Carver received a commission to the United States Navy Judge Advocate General’s Corps in 1979, and served as a Navy JAG, both on active duty and as a Reserve, until he retired in 2003. For approximately the last ten years of his Navy career, he served as the Military Magistrate at the Navy-Marine Corps Consolidated Brig, MCAS Miramar. Mr. Carver is admitted to practice before the Navy-Marine Corps Court of Criminal Appeals as well as before the United States Court of Appeals for the Armed Forces. He is well-versed in the practice of military justice defense, the Uniform Code of Military Justice (UCMJ), the Manual for Courts-Martial (MCM), and the related military instructions and regulations. He has handled several hundred courts-martial and administrative discharge board proceedings. He
has taken appeals to the California Supreme
Court, the federal Ninth Circuit Court of
Appeals, and the United States Supreme Court.
He
has taught law with the University of San
Diego, the University of California
at San Diego, and the University of Maryland.
In addition to defending individuals, Mr.
Carver has represented and defended the United
States Government and various businesses,
including a major international oil producer.

Carver has written several published pieces
and is an I. H.
